The Witchblood Official served as the head of the Black Jewels Division of an unknown PPC Department. It is a sentient witchblood, a deadly toxic plant from the Black Jewels series, which grows where a witch has been killed. The Official was presumably Awakened in the Committee Room, since witchblood are not native to any other continuum. Based on its style of dress, it may have a female personality.
In the wake of Anne Bishop making Black Jewels a Quarantined Continuum, all Black Jewels divisions have been closed. It is unknown what role this Flower now serves or if it is still in HQ.
Because the Witchblood Official itself comes from a Quarantined Continuum, it can't actually be written about.
