A semi-fic blip is a character somebody thought up but never actually wrote.[1] Alternatively, if the character was written, the story never saw the light of day, such as in the case of Kitty Callahan.
As a general rule, since unwritten/unpublished fanfics cannot harm the plot continuum, semi-fic blip Sues are recruited instead of killed if they are encountered, although they usually have to watch more No-Drool videos than other people.
