Rosie Cotton Bomull and her partner, Agent Nenya Gabriel, are featured in The JAAKSONS. They PPC in the Department of Multiple Offenses, although Rosie was recruited for a brief stint in the Department of Technical Errors when her lust object was imperiled. (If you don't know who her L.O. is, look again at her name.)
It's likely that Rosie is also Miss Bomull, the coordinator of the Official Fanfiction University of the X-Files, since Nenya is also a staff member there.
Rosie has green eyes and blondish hair, but since these are neither golden nor glittering, her appearance is decidedly non-Sueish. Her authors are NenyaQuende and Rosie.
