Appearance
Library has dirty blond hair, which is normally swept into a slightly untidy bun, and wears as part of her uniform a long skirt that immediately brings to mind "Steampunk" for those likeminded, and also "How does she manage that skirt?" in those who are more practical when it comes to clothing for mission wear.
Personality
Library is much more relaxed and generally more kind than July, which makes the two an interesting comparison between "Mellow and agreeable" and "Neurotic and somewhat tactless". While just as clever as July, Library expends her intelligence by keeping her ofttimes neurotic partner somewhat calm, learning new things, and dealing with things in a more or less reasonable manner (as opposed to July and many other agents). Library enjoys a good cup of tea, learning the structuring of the PPC as an organization, and reading books not known to her home continuum.
Agent History
Library joined the PPC through some sort of exchange program her superiors arranged with the PPC. It's very likely that no one knows exactly what is being exchanged.

She's gone on one mission so far in the Department of Floaters, which turned out to be a Suefic.

November 2007: Is traded to the PPC as an Agent. Is introduced to July as her partner and almost immediately goes on her first mission.
