Joel Weaver was a member of the Black Cats' Calma Division, and Lady Zhevago's second-in-command. He was from World One, had white-blond hair and hazel eyes, and was an outside recruit. Prior to the attack on DIA Central, he killed a Black Cat who questioned Zhevago's orders on the grounds that she hadn't been a member of the DIS. He was killed by the Hust Twins near the end of the invasion, but not much else is known.
