The Elm was the head of the Department of Internal Operations before it was disbanded. When its department was disbanded, the Elm protested the Board's decision and claimed the purpose of the DIO had been misinterpreted, but it, like Peter Piper and Justin Agent, was exiled from the PPC—in its case, to Arda during the Ages of the Stars, a time period about which no fics are written.
