Cliffie is a character that sprang from a badfic author's overuse of cliffhangers to end chapters and calling these "cliffies". In that respect, Cliffie is a special type of mini. He is a creature created by the keyboard of a badficcer, but he is not native to one specific fandom. Agents Tasmin and Emma brought the first one of these to HQ after a mission in Torchwood.[1]
Cliffie is about two and a half feet tall, has a full head of dark hair and a twinkle in his eyes. And he sings Cliff Richard songs. He's available for singing gigs at HQ parties.
