The Black Cats' second division, nominally the Strike Division. At the time of the invasion of HQ, it numbered 100 members and was led by Twp'atwt. During the initial invasion, Parma was tasked with assassinating the Sub Rosa and Marquis de Sod, but failed. It is named for the second of the Elvish letters, parma (meaning "book"). When the Mysterious Somebody intervened in a battle between Parma, DAVD, and the Department of Bad Slash, his army apparently wiped the Division out.
