Department of Floaters

The Department of Floaters can generally be considered a jack-of-all-trades department. Floater agents take odds and ends in continua that aren't necessarily well known, but they also take overflow from the other departments when they're swamped by the sheer amount of badfic waiting for them. Perhaps if more agents joined other departments, this wouldn't be a problem, but then the DF wouldn't be the second-largest department in the PPC.
