A place that is not inside or nearby Headquarters, nor part of the Real World? It must be a canon location.
A canon location is a place that properly belongs within its plot continuum.
When a canon location has been twisted, drastically altered, moved an improbable distance farther from or nearer to another canon location, or otherwise dealt with in a less than savory fashion, DOGA is called in to deal with the situation, usually in a pyrotechnic fashion.
Unlike HQ, you should try to avoid mass destruction in these places.
